Yes, you can use a 3-way bulb in a regular lamp. Simply treat it as though it's a single-wattage bulb. If the low-wattage filament fails, you can still use the bulb in either a 3-way or standard fixture. However, if the high-wattage filament fails, you'll only be able to use the bulb in a 3-way fixture.
